Preamble
We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.
Article I – The Legislative Branch
Section 1 – All law making power in 2 houses, Senate and House of Representatives

Section 8 – Powers of Congress
The Congress shall have Power
Collect taxes to pay debts and provide for common defense and general welfare
To lay and collect Taxes, Duties, Imposts and Excises, to pay the Debts and provide for the common Defense and general Welfare of the United States; but all Duties, Imposts, and Excises shall be uniform throughout the United States;
